Intoduction

Ethiopian National Association of Persons with Physical Disability (ENAPPD) is a leading local non-governmental organization based in Addis Ababa, Ethiopia. Established on July 8, 1993 G.C., Our organization was legally re-registered with registry number 1621 on June 10, 2019, in accordance with the Civil Society Organization Proclamation No. 1113/2019.

ENAPPD was founded by individuals with disabilities who were living in a government-owned orphanage and others who were tired of being marginalized and treated as second-class citizens. Initially started by 2 to 3 ambitious and energetic individuals with disabilities, the association now boasts over 15,000 active members across the country.

ENAPPD envisions a society

where individuals with physical

 respected, and provided with equal opportunities to fully participate and thrive.

ENAPPD operates branch offices in five regions and two administrative cities in Ethiopia. These regions include the regional state of Oromia, Amhara, the South Nations Nationalities and Peoples Region, the regional state of Benishangul-Gumz, and the regional state of Sidama. Additionally, ENAPPD has offices in the administrative cities of Dire Dawa and Addis Ababa.

  • To protect the rights and entitlements of persons with physical disabilities.
  • To coordinate efforts to improve the living conditions of individuals with physical disabilities.
  • To empower persons with disabilities to exercise their rights and overcome all forms of discrimination in economic, social, educational, and other aspects of community life.

We envision a society where people with disabilities are fully integrated into the community on an equal basis, enjoying social, political, and economic life. Our goal is to ensure that the rights and dignity of persons with disabilities are recognized and protected.

Our Achievements

ENAPPD has been instrumental in influencing disability-related legislation in Ethiopia. Some of our key achievements include:

 

  • Proclamation No. 568/2008: Addressing the Right to Employment of Persons with Disabilities.
  • 5% Special Consideration for PwD: Successfully advocating for a provision allowing persons with disabilities to own condominium houses.
  • Tax-Free Vehicle Imports: Facilitating tax exemptions for individuals with disabilities who wish to import vehicles.
  • Monitoring Construction Proclamations: Actively overseeing the implementation of Proclamation No. 624/2009 (Ethiopian Building Proclamation) and Regulation No. 243/2011 (Council of Ministers Building Regulation), and engaging with government bodies to ensure enforcement.

ENAPPD is recognized as the largest rights-based Organization of Persons with Disabilities (OPD) in Ethiopia, dedicated to protecting and promoting the civil, political, cultural, and economic rights of persons with disabilities. We stand for the dignity, participation, and equal opportunities of persons with disabilities at both national and global levels. We proudly consider ourselves pioneers in:
